Kiambu's ERP system enhances revenue, transparency, and efficiency in government operations.
Kiambu County has taken a great stride in technology by coming up with its own Enterprise Resource Planning (ERP) system, which has seen it boost its revenue collection as well as enhance service delivery. The Senate ICT Committee recently toured Kiambu and commended the county on its innovative application of technology to control government operations. Since implementing the ERP system, Kiambu's revenue has increased from Sh2.9 billion in 2021 to Sh5.4 billion in the financial year 2023/24. The ERP system has made processes such as revenue collection, health management, land approvals, and parking services more efficient and making it one of Kenya's most advanced county systems. In line with Senator Allan Chesang, the success of the system demonstrates how counties can utilize technology to enhance financial management and limit revenue losses.
Despite that, there were also some issues noted by the Committee. For instance, Senator William Kisang noted delays upon testing the *476# USSD parking payment system. There were also delayed Social Health Authority reimbursements, with Governor Kimani Wamatangi noting that the county is owed Sh700 million. Data security was also of concern, but Kiambu assured the Committee that it has precautionary measures in place, such as mirrored data centres and audits. The ERP system cost Sh230 million in both hardware and software, and it was made to be entirely owned by Kiambu. The county steers clear of third-party vendor reliance, and all software and source codes are in its possession.
Governor Wamatangi announced that the county is set to have continuous upgrades, including staff training, youth ICT centres, and a Kiambu Citizen Card for convenient access to services. The Senate ICT Committee also urged other counties to take up similar ERP systems to promote transparency and efficiency in public service. The successful use of ERP in Kiambu will be a precursor to other counties hoping to streamline operations and service delivery.
