SAP, OpenAI, and Microsoft introduces new safe and dependable AI tools to Germany’s public sector, starting in 2026 through Delos Cloud.
In partnership with Microsoft, SAP SE and OpenAI have announced OpenAI for Germany, a new project focused on introducing secure, dependable AI to the German public sector. SAP's Delos Cloud, that is based on Microsoft Azure, will power the project in order to ensure privacy of data and meet demanding security and legal standards. The partnership is scheduled to begin in 2026, with an aim to support millions of public sector workers, from researchers to government employees, in using AI tools in a safe way.
By simplifying repetitive tasks and data analysis and improving public services, these tools will allow employees to focus on people instead of paperwork. "What truly adds value is the use of AI," stated Christian Klein, CEO of SAP SE. "We are providing AI solutions developed in Germany, for Germany, in partnership with OpenAI." "Germans are currently using ChatGPT to innovate, solve problems, and create," said Sam Altman, CEO of OpenAI. “We are currently working together with SAP and Microsoft to further extend this power to the public sector, that is based on transparency, safety, and trust.
The strength of the foundational structure was highlighted by Microsoft CEO Satya Nadella, who said, "With Azure as the platform for Delos Cloud, we're helping to make sure that AI can be used securely and responsibly." In order to support this effort, SAP is increasing Delos Cloud to 4,000 GPUs to handle rising AI tasks to grow it across Europe depending on demand.
The project is in line with Germany's broader AI goals, like the High-Tech Agenda, intending to have up to 10% of GDP powered by AI by 2030. The €631 billion "Made for Germany" transformation plan is also in line with it. In the future, OpenAI for Germany could be a global example, where AI improves productivity and also strengthens democratic ideals.
