BP restructuring shake-up sees William Lin exit low carbon energy role amid strategy reset

BP’s gas and low carbon energy chief William Lin is set to leave the company as part of a wider organisational overhaul that will split the oil major into two core divisions, upstream and downstream, as it repositions its long-term strategy toward simplification and fossil fuel focus.

BP confirmed that Lin, a long-serving executive who has spent three decades at the company, will remain until the third quarter before departing. His exit comes as the company reshapes its structure and leadership under a major internal reset aimed at improving efficiency and shareholder value. O'Neill, the firm's chief executive, is behind the major overhaul of the company. According to O'Neill, BP will be divided into two major business streams, namely upstream and downstream. The upstream department will comprise both oil and gas production, while the downstream will include refining, fuel, retail, and products.

At the moment, BP comprises three business streams: gas and low-carbon energy, production and operations, and customer and products. The gas and low-carbon energy department will be part of the simplified upstream and downstream departments. Lin’s resignation marks yet another major leadership reshuffle at BP. Over the last 31 years, Lin has held many critical roles, including COO of upstream regions, president of Asia-Pacific, chief of staff, and head of the gas and low-carbon energy business for about 2 years.

“I am grateful to William for his leadership, impact, and enduring dedication to BP,” stated O’Neill in his internal letter, adding that BP is not going to disclose information on who will take up Lin’s responsibilities. The latest changes are in line with BP’s strategy to return to its core oil and gas business, following several attempts to diversify its portfolio towards renewable energies. Moreover, this move can be seen as another step following several major shifts in its top management since 2023, especially when it recently dismissed its chairman amid corporate governance issues.

Gordon Birrell will remain responsible for the production and operations segment of BP. The reshuffle underscores the broader transformation underway at BP, where the future of low-carbon energy leadership remains uncertain as the company recalibrates its priorities around upstream and downstream performance. Business Honor views BP’s restructuring as a shift back to core oil and gas, but warns leadership exits and frequent changes may create strategic instability.
