Labour’s zero-emission vehicle mandate faces scrutiny as UK car production hits its lowest level in 73 years, prompting potential adjustments to EV quotas and green policy targets.
The UK government plans to reassess the electric vehicle sales quota as the country experienced a historical decline in vehicle manufacturing, the lowest since 1952. The ZEV mandate, a flagship climate policy spearheaded by Net Zero Secretary Ed Miliband, may be subject to review as the UK government considers the challenges faced by the industry and the increasing pressure of vehicle manufacturing before the planned ban of petrol and diesel engines in 2030.
Vehicle production in the UK declined by 17% in 2025. The production of battery-powered, hybrid, and plug-in vehicles declined by 3%, or 26,629 units. The ZEV requirement necessitates that vehicle producers meet the quota of 22% in 2024, 28% in 2025, and 33% in 2026. The ZEV requirement will be at 100% in 2035. The vehicle producers will be fined £12,000 for every unsold electric vehicle. Small manufacturers are exempt, and hybrids are eligible for sale until 2035.
A spokesperson for the government stated, “We recognize that the manufacturers are having difficulties and are starting discussions to shape the ZEV mandate review, which will be out by early 2027.” The ZEV mandate was at the heart of the Labour Party’s green policy and was intended to speed up the transition to zero-emission cars. Other changes have seen the removal of tax exemptions for EVs and the introduction of a pay-per-mile road tax in 2028. The impact of import tariffs on the US and EU relations also played a part in the evolution of the ZEV mandate.
The production of cars in the UK is experiencing historic declines. The review of the EV quota by the government could significantly impact the ZEV mandate. The results of the review are expected to be announced by early 2027.
