DIBC membership provides access to defense funding and production contracts for rare earth technologies.
Bayan Mining and Minerals Ltd have been accepted as a member of the United States' Defence Industrial Base Consortium (DIBC), which will allow them to directly participate with the U.S. Department of Defense on critical minerals / rare earth elements initiatives supporting US development of supply chains. Membership in the DIBC allows Bayan access to federal funds without raising their share count (non-dilutive) through expedited contracting timelines, as well as favourable outcomes in obtaining production contracts via US Other Transaction Authority (OTA) agreements. It will also afford direct interface with defence agencies, facilitate collaboration with contractors and research facilities in the US, as well as enhance Bayan's presence within the industrialized network of the US.
Bayan is focused on the rare earth mineral yttrium, which is utilized in defence applications by the United States in multiple areas including radar, optics, aerospace and advanced electronics. The US is 100% reliant on imported yttrium, with over 70% imported from China, which leads to a very vulnerable supply chain. The use of an iminodiacetic resin modified with acid by Bayan to upgrade yttrium has proven in lab tests to produce yttrium oxide streams that are concentrated and upgraded at the same time, and it also processes much simpler and for much less cost.
The company holds additional processing technology licenses from the Colorado School of Mines covering beneficiation and leaching methods applicable across multiple rare earth processing stages. This technological portfolio positions Bayan as a potential enabler of domestic US yttrium supply amid heightened government focus on supply chain resilience. Bayan's US-based Desert Star project in California provides strategic infrastructure advantages, located near the Mountain Pass rare earth mine and existing rare earth operations. The project is expected to underpin Bayan's longer-term commercial ambitions in establishing a US-aligned rare earths business capable of serving both defense and commercial applications.
