NCCS designates Noida lab to boost telecom equipment security under communication security Certification Scheme.
In a significant move towards strengthening national cybersecurity within the telecom sector, the National Centre for Communication Security (NCCS) has identified M/s Compliance International Pvt. Ltd., Noida as a Telecom Security Testing Laboratory (TSTL). This laboratory will conduct testing on IP Routers specifically under the purview of the Communication Security Certification (ComSec) Scheme. The award was made amid increased fear over the safety of telecommunications networks, which are the backbone of the nation's essential digital infrastructure. The ComSec Scheme guarantees that all telecommunication equipment—both locally manufactured and imported—is under-taken through rigorous security certification prior to being installed in Indian networks.
This scheme falls under the overall ambit of the Mandatory Testing and Certification of Telecom Equipment (MTCTE) regulations, now revised as the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025. It requires OEMs, importers, and dealers to get security certification for all telecom equipment to be used in India. At the center of this system are the creation of Indian Telecom Security Assurance Requirements (ITSAR)—country-specific security requirements for telecom equipment. The specified TSTLs are responsible for testing hardware according to these ITSAR requirements, making the tested equipment free from vulnerabilities and immune to possible cyber attacks.
Once the testing is complete, the NCCS tests and certifies the gear for conformity. The process helps safeguard India's telecom environment against threats of spying, data intrusion, and malicious code infiltration. Increasing dependence on electronic communication and deployment of such technologies as 5G, the establishment of more such security test facilities is a proactive step by the government to secure India's digital future. This move not only strengthens the national cybersecurity but also aligns with the vision of India achieving self-reliance in secure telecommunication infrastructure.
