Covered California hires Allison Worldwide for PR and communications to boost health insurance enrollment.
Covered California, the state marketplace for health insurance, has hired Allison Worldwide to handle its PR and communications contract. The board approved the proposal on May 8, which was for comprehensive public relations services to promote Covered California's health insurance products and boost enrollment. The funding for the contract approved is estimated at around $3.5 million per year, with the contract commencing on June 9.
The November-issued RFP called for proposals from public relations agencies that could conduct extensive, multi-segment PR campaigns in multiple languages to achieve diverse audiences throughout California. Agencies needed to have a full-service office in California with at least 20 employees in the office, with a minimum of 10 assigned to the account. Allison Worldwide, headquartered in San Francisco, meets these requirements with 283 U.S. employees and 553 global staff, making them well-positioned to take on this responsibility.
The contract includes marketing Covered California's health insurance plans through statewide, local, and national campaigns with a focus on diverse California communities. The account at Allison Worldwide is being managed by Managing Director Paddi Hurley and CEO Anne Colaiacovo. Throughout the duration of the contract, the agency is anticipated to collaborate with various partners and consultants as needed.
Allison Worldwide takes the place of Randle Communications, who had been Covered California's agency of record before. Randle Communications had collaborated with Covered California during Open Enrollment 2025 but eventually lost the contract after bidding in the RFP process.
This strategic PR alliance reflects the value of successful communication and outreach to market health insurance sign-ups in California, especially as the state continues to require coverage through the Affordable Care Act.
