Wakefield Council Appoints Bellrock Group to Transform 1,600-Property Estate

Wakefield Council has appointed Bellrock Group for the execution of a facilities management transformation programme in relation to its portfolio of 1,600 properties in a new partnership spanning over three years. This partnership sees the implementation of Bellrock Group’s “Integrator” Facilities Management (FM) framework as an alternative to the conventional outsourcing system that has been replaced by a more data- and results-oriented process.

The partnership was signed on April 1 and is being implemented in phases through Bellrock Group’s Intelligent Asset Care branch. Working as the Integrator, Bellrock will coordinate the Hard FM services through the combination of technology, assets and independent governance and in-house and external service provider teams.

A key part of the Wakefield Council facilities management transformation is the deployment of Bellrock's proprietary technology. Specifically, Bellrock will deploy its Concerto Single State SaaS platform to give a complete overview of the properties managed by the Council. An asset and fabric condition survey will help to establish the current performance level, and Bellrock's Symphony management model will first be introduced to Wakefield One and then rolled out to the entire estate.

Another element of the partnership with Bellrock will involve deploying the Wiggledesk platform for managing 35 meeting rooms. Apart from implementing the technology solutions mentioned above, Bellrock will also be involved in designing the future FM operating model for the Council. This will include procuring facilities management providers for the future.

Mark Tyson, the Managing Director at Bellrock, has stated that the Integrator concept is a way through which local government can make informed decisions based on estate intelligence and not based on assumption. According to Jane Brown, the Service Director for Property, Facilities and Health and Safety at Wakefield Council, the partnership will enhance the Council’s capability in resource allocation, enhance building performance and make better decisions.

The Bellrock Group facilities management contract represents the increased use of digital asset management and integrated FM solutions among public sector entities.
