Global cooperation enables the public safety agencies in Kosovo to adopt quality control and international standards, enhancing training efficacy.
The OSCE Mission to Kosovo had a second study trip to the North Carolina Justice Academy (NCJA) in the United States recently as part of initiatives aimed at developing the Quality Assurance Commission further at the Kosovo Academy for Public Safety (KAPS).
Following a preceding course and the 2024 Co-operation Protocol between KAPS and NCJA, this visit represents the achievement of having fully activated the Quality Assurance Commission at KAPS. Six public safety quality assurance coordinators representing KAPS and important Kosovo institutions such as the Emergency Management Agency, Customs, and the Kosovo Probation Service participated in the program.
While at NCJA, the coordinators learned about internal quality assurance measures applied in U.S. law enforcement training academies. They discovered curriculum development practices, instructor standards for training, and overall quality systems following the International Association of Directors of Law Enforcement Standards and Training (IADLEST) criteria — the same standards that have accredited NCJA and KAPS.
The visit reiterated the need for strict quality control in police training, training coordinators in how to create and sustain internal procedures that evaluate and enhance the effectiveness, efficiency, and applicability of Kosovo public safety training services.
Maria De Benito, Department for Security and Public Safety Acting Director in the OSCE Mission in Kosovo, stressed the increasing demand for quality training to address contemporary security threats. "Good judgment, ethical leadership, and global competencies are essential. Standard-setting in training and promoting cooperation with accredited academies are key to preparing public safety professionals to serve their communities."
This success is a key breakthrough in making Kosovo's public safety training world class, increasing confidence and effectiveness for public security services.
