UPI Payments above Rs 2,000 Remain Free as Government Clarifies Charges

A new government notification protects UPI payments up to Rs 2,000, but crossing the threshold does not automatically mean consumers will be charged.

India’s Ministry of Finance has clarified the rules around UPI charges. According to the notification, UPI transactions of up to Rs 2,000 are exempt from direct or indirect charges imposed by banks and payment system providers.

The notification issued on September 14 also covers RuPay debit card transactions. This means consumers making or receiving UPI transactions of up to Rs 2,000 will not face transaction charges from banks or payment system providers.

At the same time, the Rs 2,000 threshold does not automatically mean that transactions above this amount will be charged. The latest government notification does not provide for a consumer charge on payments of Rs 2,500, Rs 5,000 or more.

Amendments to the Payment and Settlement Systems Act create a framework for imposing charges in certain cases. The debate around the Merchant Discount Rate (MDR) has focused on selected merchant transactions above a particular threshold.

Any future MDR would operate within the merchant or payment ecosystem rather than automatically deducting money from a consumer’s bank account. A rate of 0.25% to 0.4% has been speculated, but no such MDR has been announced in the new notification.

The clarification comes against the backdrop of large transaction volumes on UPI. According to official government data, the number of banks live on UPI increased from 44 in fiscal year 2016-17 to 741 by July 2026. Monthly UPI transaction volume reached 2,366 crore in July 2026.

At the same time, the government has been exploring ways to address the rising costs of payment infrastructure, cybersecurity, and fraud prevention. Offline UPI and Tap & Pay products are also being developed to enable digital payments in areas with limited or no internet connectivity. Business Honor observes that the latest clarification removes confusion around the Rs 2,000 threshold while leaving the door open for changes to how larger merchant transactions are funded in the future.
