Eli Lilly has officially broken ground on its Eli Lilly Houston manufacturing facility, a massive $6.5 billion project set to produce the company’s newly approved oral GLP-1 medicine and other medicines.
The facility is being built in Northeast Houston’s Generation Park, about a year after Lilly announced the investment. The project is expected to create more than 600 high-wage jobs and strengthen Houston’s growing pharmaceutical manufacturing base.
Why is Lilly putting $6.5 billion into one Houston plant?

Lilly will provide $12.5 million to support a partnership with nearby San Jacinto College. The program will create training pathways for chemical synthesis technicians, operators, maintenance professionals and other manufacturing workers. Lilly will also donate $2.5 million to the San Jacinto College Foundation for student scholarships.
Can Houston build the workforce needed to power this expansion?
The timing is notable. Bristol Myers Squibb announced a $2.3 billion manufacturing campus in Generation Park in August. The two projects add major pharmaceutical investment to the 4,300-acre development.
McCord Development has spent years building Generation Park into a destination for biotech and life sciences companies. Its workforce strategy gained greater focus after the developer lost Amgen’s $550 million biomanufacturing project in 2021.
