UK Indian Couple PPE Fraud: Jogesh Bhandari and Meenakashi Bhandari, a couple of Indian origin residing in the United Kingdom, have been found guilty of committing Covid fraud by exploiting PPE (personal protective equipment) during the COVID-19 pandemic. They pretended to be major dealers of PPE and received millions of money through orders that they never delivered.

The case started in early 2020 when Bhandari founded a firm that dealt in nitrile gloves as there was a worldwide shortage of these products. Morris was assisting them to carry out their fraudulent activities from 2020 to 2021. According to the prosecution, these groups made companies pay a lot of money for PPE based on false claims.

According to the NCA investigation, one phase of the scheme involved the use of an escrow arrangement. In November 2020, Bhandari reportedly secured a deal for 12 million boxes of gloves. While funds were initially placed into escrow, investigators alleged that the money was quickly diverted instead of being held for the delivery as promised. Authorities further said Bhandari used forged bank statements and letters of attestation to persuade suppliers, including claims of extremely large balances.

Investigators also cited a separate incident in early 2021, where the accused received more than $3 million for a supposed gloves order destined for U.S. hospitals—yet the delivery never occurred. In the final phase described by investigators, Bhandari allegedly secured another deal worth $1.8 billion, supported by a fraudulent letter asserting he had deposited $35 million as security for initial shipments.

The National Crime Agency determined that, although the scheme depended on PPE payments, the money was used for luxury items instead of goods. The NCA reported that the couple purchased luxury items such as Rolex watches and €126,000 Porsche cars with the stolen cash.

According to the NCA, the fraud took advantage of the pandemic because of the high demand for PPEs.
