AzInTelecom’s biometric digital signature app is reshaping how citizens, businesses, and government institutions securely complete legally binding transactions online.
The digital transformation in Azerbaijan is gaining momentum with the continued impact of SİMA İmza, the biometric digital signature application in the country, which has revolutionized online interactions for the country’s populace and institutions online. Created by AzInTelecom, an entity of AZCON Holding Company, the system is the first of its kind for the region and has become the foundation of Azerbaijan’s digital transformation.
SİMA İmza, which uses a public key cryptography system together with facial biometrics, allows users to remotely sign and verify documents. The software uses digital signatures, which enable trusted online transactions in the taxation, customs, justice, education, healthcare, banking, and e-commerce sectors. As per Farrukh Farajullayev, the Chief Commercial Officer at AzInTelecom, it has been able to replace various offline processes, which required users to physically attend the site.
Starting its activities in 2022, SİMA İmza has been downloaded 5.5 million times so far, more than half of Azerbaijan's population. The mobile app is provided free of charge to citizens via major app stores, and onboarding is completed by scanning an ID, performing a biometric selfie check, and setting a PIN. Facial recognition is also in place for secure authentication during transactions.
The most widely used case so far has been employment agreements, 98 percent of which are now digitally completed via SİMA İmza. Other uses include tax reporting, court and notary documents, medical certificates, loan agreements, and customs declarations. Of the 22 licensed banks in Azerbaijan, already 17 have integrated the solution.
Currently, SİMA İmza supports about 100 partner organizations and processes more than 60 million transactions annually. AzInTelecom has plans for further integrations and wide-scale use, positioning SİMA İmza as a key driver for the secure, digital-first future of Azerbaijan.
